To whom it may concern:

I urge you to reconsider the Moheshkhali-Matarbari Integrated Infrastructure Development Initiative (MIDI) and end support for new LNG infrastructure in Bangladesh.

MIDI will shape Bangladesh's energy future for decades to come. Yet the current Master Plan relies heavily on LNG import terminals and LNG to power generation based on demand forecasts that have been widely questioned by experts. JICA's recommended pathway assumes Bangladesh will not reach net zero until around 2070 and that fossil fuels will still provide around 60% of electricity generation in 2050. This is difficult to reconcile with the Paris Agreement and Japan's own commitment to end new public finance for unabated fossil fuel projects.

The impacts of fossil fuel development are already evident. Communities affected by the Japan-backed Matarbari 1 coal project have experienced displacement, loss of livelihoods, and environmental harm to local waterways, while 
Bangladesh continues to face growing energy affordability challenges driven by imported fossil fuels.

Bangladesh does not need another generation of new LNG infrastructure like power plants and import terminals. It needs investment in renewable energy, battery storage, modern electricity grids, and improved energy efficiency.

I therefore urge companies involved in MIDI to:

* Rule out support for new LNG terminals and LNG to power projects under the MIDI Master Plan.

* Revise MIDI to prioritise renewable energy, battery storage, and modern grid systems.

* Align MIDI with the goals of the Paris Agreement, which aims for a 1.5°C pathway.

* Investigate existing human rights and local environmental concerns, and respect the rights of affected communities and provide compensation for harms linked to existing fossil fuel projects.

* Use Japan's finance and expertise to accelerate Bangladesh's renewable energy transition.

The decisions you make today will shape Bangladesh's economy, energy security and climate resilience for generations. I urge you to ensure that MIDI becomes a model for a sustainable development that centres around people and climate, not another fossil fuel legacy.
